2 On Your Side: Property owners highlighted in reports face fines for blighted properties
BATON ROUGE - Steep fines were handed down to property owners at Blight Court on Thursday morning. Two commercial properties on the docket have been previously highlighted by 2 On Your Side.
The shuttered Louisiana New School Academy is owned by The Harmony Center under the leadership of Collis Temple. The conditions of the 1900 block of North Boulevard was covered in a 2 On Your Side report in September. Temple was fined $500 plus court costs for an open building violation. If the structure is not secured within 30 days the fines will increase to $1,000 a day.
Temple was also fined $150 plus court costs for an unsecured residential property in the 400 block of East Drive. A city inspector noted the vacant property had an open garage with signs that it had been broken into as well as a broken window. Temple was not in attendance for court.
The owners of the shuttered Summer Grove Apartments in the 12000 block of Florida Boulevard was fined $500 plus court costs. The apartment building was closed in the spring of 2025 after it was found not safe for tenants. While the building was boarded up, a city inspector noted that several units had been broken into and the building is now unsecured. If the open building is not secured in 30 days, the owners of this commercial property will face a fine of $1,000 a day. The property owners were not in attendance for the court date.
